A part of her is shocked at him being proactive, but it's only because she practically bullied him to this point. She's been uncharacteristically patient, worried she'd screw this up just as well as her new role with the Avengers. Natasha looks up at him and her heart stutters. It borders on freaking her out before she realizes why she feels this way. Except then she's freaking out for a whole new reason.
