He nods in agreement. Steve doesn't have any basis for comparison when it comes to Tony. He's always gotten along with him as well as a brainwashed person with little social skills can. Of course he doesn't realize the obvious reason why. He doesn't know that Tony idolizes him or rather who he is used to be. He thinks Tony is naturally so agreeable for better or worse.
